註釋Increasing numbers of governments are enacting legislation which requires that newsprint contain a specified amount of recycled fibre. Governments see such legislation as a means of alleviating landfill problems and preventing trees from being harvested. This report examines the impact of such legislation on those two issues for the period 1988-2010. It begins by estimating the marginal effect of the legislation on the production of recycled newsprint in North America. It then calculates the percentage of landfill space that would be freed up following compliance with the legislation, as well as the percentage of standing timber volume that would be saved. Alternative measures for addressing the two issues using appropriate policy tools are also discussed.
