註釋Water and river basin management systems are created to avoid, prevent or resolve conflicts between human beings and their environment. To implement processes of integrated water and river basin management, it is necessary to form alliances or agreements with many actors. It is often difficult to coordinate these actors in Latin American or Caribbean countries due to the existence of a vast informal sector of the population, which does not comply with the legal norms. This publication examines river basin management as a way to sustainable development, and looks at the definitions, scope and operation management processes at the river basin level. It also reviews the creation of river basin organizations in Latin America and summarizes the research available on many studies of river basin management.
