註釋Australia's foreign aid policy has undergone review and reform in the past decade, but can nevertheless be characterised by both continuity as well as change. A feature of continuity has been the pursuit of objectives other than humanitarian through the aid program. A feature of change has been the relative transition to privileging Australia security interests from commercial interests through bilateral aid. This transition is marked by significant events in Australian and international politics, notably the terrorist attacks of September 11, 2001. The case of the Philippine aid program is representative of Australian aid pursuing a multiplicity of objectives and of the relative transition from a pursuit of commercial to security interests. It is particularly interesting in its incorporation of a significant Philippine security dimension. Australian aid has been increasingly directed at the Muslim insurgency in the southern island of Mindanao, concurrent with pursuit of commercial engagement in the area by Australian interests.
