"This report deals with...reconciling employment and training, equality and children. It analyses some of the main developments in this area in the European Community between 1985 and 1990, which covers the period of the Community's Second Equal Opportunities Programme. In that Programme, the Commission called on Member States to take action in various areas, including Parental Leave, childcare services, the reorganisation of working time, harmonizing hours of employment and the opening hours of services and meeting the needs of specific groups such as single parents. For its part, the Commission committed itself to propose recommendations for action in the area of childcare services-and to establish an expert network on childcare." -- Page 1.
