註釋Professor Harry Arthurs recently served as the sole member of the Ontario Expert Commission on Pensions. With the assistance of a number of Pension Advisors, he advanced 142 recommendations for reforming and reinvigorating Ontario's occupational pension system. Some of the substantive pension reforms have already been enacted, while most of the process and institutional reforms have not. By examining the Ontarian process of occupational pension reform, this paper provides insights for policymakers in the United States and other countries regarding the best institutional model for pension reform and considers whether process and institutional-based pension proposals should be part of that reform effort. The article concludes by proposing the formation of an Occupational Pension Reform Commission in the United States to implement process and institutional pension reforms to its private occupational pension system.
