From the back cover: Canada's prosperity depends, to a large extent, on international trade, but the demand for its products is declining. Also, its primary market, the United States, is being restructured. The international patterns of trade for all industrialized countries are changing, but Canada's economic policies, so far, are not. Canada cannot afford, James Gillies maintains, to postpone the adoption of new economic strategies and a new consultative process for establishing them.
