註釋Throughout the developing world, opportunities are growing for nongovernmental organizations (NGOs) to work together with governments and intergovernmental institutions in helping people improve the quality of their lives. Governments in developing countries are becoming more aware of what NGOs can contribute to national development. This report also describes how the World Bank is stepping up efforts to encourage involvement of NGOs in the activities it supports. The Bank works mainly with its 152 member governments, but opportunities are growing for NGOs to participate in Bank-financed projects. Although NGOs and the Bank are markedly different, in some situations they can work effectively together. Their differences - reflected mainly in their perspective and approach to development - are precisely what can make them apt partners. The Bank works on a large scale, in close collaboration with governments, and with a strong emphasis on economic policy. NGOs often work on a small scale directly with low-income countries. This report also highlights some areas where NGOs' efforts have been instrumental in World Bank activities.
