This dissertation examines how Queen Elizabeth II of the United Kingdom of Great Britain and Northern Ireland and of her other realms and territories and Head of the Commonwealth has skillfully used the tools of soft power in concert with her Prime Ministers in international diplomacy with the United States, for one primary objective: to nurture and foster the "special relationship." Since 1952, when Queen Elizabeth began her reign, she has met with every United States President since Harry Truman, with the exception of Lyndon Johnson. To date, she has had 13 prime ministers and has privately met with each of them weekly for over 60 years. Although The Queen is politically neutral, she is kept up-to-date with political affairs and retains the right to express her views during these private meetings. This dissertation takes a bird eye view on how her Prime Ministers have used her as a diplomatic tool.
