Financing Disaster Risk Reduction and Climate Services in a Development Context
註釋To date, financing for Disaster Risks Reduction (DRR) and climate services remains very low and is provided by only a few countries and multilateral organizations. The focus is on a small number of major projects mostly concentrated in middle-income countries, and too many fragmented and uncoordinated operations. Recent estimates suggest that DRR financing over the last 20 years amounted to USD 13.5 billion (just 0.4 percent of the international development assistance), while funding for climate services in developing countries does not exceed USD 1.5 to 2.0 billion with an additional USD 400-500 million per year for operation and maintenance. Although financing is required, attracting resources for DRR and climate services is not an easy matter.
This book presents an overview of financing for DRR and climate services in the context of the Post-Hyogo Framework of Action, the Post-2020 Climate Change regime and the Post-2015 development agenda. It also highlights the financing tools, opportunities and challenges for DRR and climate services, particularly in Africa, and emphasizes the need for a comprehensive and integrated financing mechanism.
