The objectives of this study were to evaluate the advantages and drawbacks of a regional municipality structure for Cumberland County, the second largest county in Nova Scotia; and in case that the advantages did not outweigh the disadvantages, to identify other structural options for enhancing local government regional service delivery. The study process included extensive public consultation, a focus group session on economic development, and interviews with representatives of specific interests and organisations. The study team also undertook a financial analysis to develop an understanding of the current financial position of the five municipal units in the county. An inventory of service levels and methods of service delivery in the county, along with the identification of opportunities for improvement, indicated whether amalgamation of the municipal units would result in significant financial savings or improved service delivery. The study concludes with a list of guiding principles based on the output from the public consultation process, the financial analysis, and the deliberations of the study team. A recommended program of municipal government change is also put forward for consideration by the five municipal councils and the provincial Minister of Municipal Affairs.
