註釋The purpose of this paper is to highlight issues that may be relevant in considering the design of a review mechanism for the Royal Canadian Mounted Police (RCMP) in its national security activities. It first outlines sources of the protection of individual rights and freedoms, including the Canadian constitution and the Charter of Rights and Freedoms. It then reviews potential challenges posed to these rights by national security activities. The paper highlights the following issues: extraordinary powers and anti- terrorism offences; exercise of discretion; international cooperation; racial, religious and ethnic profiling; state inquiry into religious or political beliefs; expression and association; privacy.
