註釋This book is a mid-term appraisal of the Ten-year Quality Agenda that the New Labour Goverment first articulated in 1997-98. The term "Quality Agenda", is used in this report, applies to the long list of legislative and regulatory initiatives, improvement programmes, new organisations and evaluation capabilities designed and implemented to improve quality in health care and performance of the health care delivery system. The subject of this evaluation, "quality of care", is broadly defined to include issues of access, effectiveness, equity, repsonsiveness, safety and capacity.
