註釋Joint development is a form of value capture by which the public agencies partner with private developers to build Transit-Oriented Developments (TODs) on agency-owned land. When partnering with developers, transit agencies balance various priorities, including boosting ridership, maximizing revenue, stimulating local and regional economic development, and promoting social goals including the provision of affordable housing and community amenities. This report aims to help the Austin area’s transit agency, Capital Metro, formulate the best joint development policy by researching how transit agencies nationwide have balanced their policies between competing goals, including case studies of similar agencies. Based on peer agency practices, the report makes recommendations for how Austin’s Capital Metro can best pursue its stated policy goals for its joint development program
